"In 2005, Repsol YPF was awarded exploration and development rights on Block 16 of the country's territorial waters in the first international tender organized by the Liberian Government. In the summer of 2004, via direct negotiation, Repsol YPF had been awarded rights to Block 17, adjacent to Block 16 and bordering on blocks 6 and 7, previously awarded in Sierra Leone's territorial waters.
